KHALISTAN CONNECTION TO ILLEGAL IMMIGRATIONS

KHALISTANIs, their agents and operators in Punjab, Haryana and Gujarat appear to have refined and zipped up the process of obtaining Green cards, Citizenship, Permanent Residency, etc. in various countries of Europe, especially the USA and Canada.

Khalistani Tour operators, agents and sub agents in Punjab have linked with the ‘Migration Mafia’ in Canada, USA, Europe, and South America to streamline the process of physical movement of ‘Dunkees’ (illegal immigrants) to western countries and streamline the process for naturalization in these countries.[i]

Most asylum seekers from Punjab claim that they are supporters of the Khalistan movement and want an independent Sikh state and claim that police and other agencies of the Indian government put them in jail without a just trial.

The racketeers pocket hundreds of crores hoodwinking the innocent youth of India.

The disease of Illegal emigration is catching up in Haryana too.

[i][i] “The presence of Indians in this intricate web of illegal migration is striking. According to the US Customs and Border Patrol (CBP), a staggering 96,917 Indians were arrested attempting to enter the US illegally in 2023 alone. This places Indians as …”

Failure of Legal Immigration

A genuine and bonafide migration aspirant adopting the legal route is routinely harassed through imposition of Quota systems, racial profiling, and bias.

For educated, technically qualified, socially acceptable, disciplined and well-meaning individuals, legal migration is an uphill task. In the case of the USA, obtaining green cards and citizenship for a family will take a hundred years.

Hopefully, things will ease with Dr Harpreet Singh Kochar taking over as Deputy Minister for immigration in Canada.[i]

This contrasts with the ease with which anarchists, and drug peddlers can move freely into western countries, especially Canada posing as asylum seekers.

[i] Punjabi-Canadian Harpreet Singh Kochhar has been named the new deputy minister in the immigration department. Senior bureaucrat Kochhar transitions into this role from the Canadian Food Inspection Agency, where he served as the president.

Kochhar, an alumnus of Punjab Agricultural University (PAU), Ludhiana, is a distinguished bureaucrat who has held various high-profile positions in the past. He served as the president of the Public Health Agency of Canada from 2021–2023.

ASYLUM SEEKERS

THE process of Asylum seeking, upgrading to Refugee Status under UNHCR regulations, obtaining benefits of special financial funding, and prioritizing citizenship, have been fine-tuned by organisations posing as NGOs advocating Human Rights issues, claiming to be working to help refugees fleeing from religious persecution, or political vendettas by ‘non -secular, nationalist’ governments.

In 2022, four thousand one hundred individuals from India had claimed refugee status in Canada.

“A Brampton-based Punjabi lawyer says on condition of anonymity that the newspaper reports and films emanating from India showing violence against a particular community are presented before the courts to convince the judges that India persecutes them based on their religion and political beliefs.” https://www.business-standard.com/article/international/thousands-from-punjab-seek-asylum-in-canada-over-period-of-last-10-years-122102600487_1.html.

In this definition, dictatorships by governments of Christian denominations, or Islamic countries are considered ‘secular, peaceful and compassionate’. Exceptions are made from time to time depending upon requirements of the MNCs, Western industrial lobbies, Evangelists, and Western governments. Iran, Syria are two Muslim countries in the doghouse at present. India is considered a ‘non-secular’ country since 2014 ever since the people of India voted the BJP, a nationalist Party into power.

Tirades against India under Modi, portraying India as unsafe for 250 million Muslims and millions of Sikhs are a daily occurrence in the western media, funded by Evangelists, Castiest NGOs in USA sponsored in USA, Canadian and UK governments and by Universities like Harvard. Protection given to ‘Break India’ organisations like Khalistan by the State Department their organs are out in the open and matters of record.

‘Break India’ forces backed by foreign intelligence agencies are making full use of social factors in Punjab to cause disruption. They are bringing a bad name to the hard-working Sikh community in USA, UK, and Canada.

“Punjab is very much in the bottom half of India’s literacy rankings. Over the last decade, unemployment (though not alarming compared with states like Kerala) went up a point to around 4 per cent. But there is another figure that is telling: only two of every 10 students pass class XII. ‘The new generation of youth doesn’t even seem competent enough to supervise farm work.’ says a well-known social worker. Instead, because families do have decent incomes from land, they move around towns like Jalandhar and Nawanshahr with cars that have things like ‘Singh is King’ pasted on their rears.”

“ …best bets especially for parents, is to sell some land (going rates: Rs 7–10 lakh an acre) and send their children abroad. Somehow, the idea that in India there is a link between a good education and career opportunities, has not really filtered down. Parents would rather send a son abroad to do work that he would get little pay for here (driving a truck, say) if he could overcome social pressure and do it all. The investment, argue those who have made it, is worthwhile: there are recurring returns. Once a family member is naturalised, everyone else can move one by one.” [i],

Khalistan Punjab Farmers’ Agitation & Emigration

Punjab Farmer’s ‘Agitation’ for MSP, and a host of other benefits by the rich farmers of Punjab and Haryana is a significant step in the process of migration to Canada, and USA.[i][ii]

From the information gleaned from various sources, the pattern of emigration to Europe, UK, USA, and Canada appears to be well oiled and financially remunerative to those engaged in the chain. The organizations and individuals involved at different stages are remunerated and rewarded through multiple sources from direct payments to cash transfers through FCRA.

Sub agents contact the families that wish to send someone abroad. Some money is exchanged. Details are procured, further Payments details (twenty lacs and above depending on destination) are worked out. Those with extra cash, and some education manage to get letters of recommendation addressed to embassies from legislators[iii] for grant of a visa.

“It was found that the agents adopt various methods to facilitate irregular migration. These include use of forged Indian passports, photo substitution in Indian and foreign passports, jacket substitution of Indian passports, use of re-stitched passports, the exchange of boarding cards in the security areas and the use of forged foreign passports, visas and residence permits.[iv]

“It was noted that the Immigration Authorities at Delhi prevented irregular migration in 45 per cent of the cases or almost one half of the cases on an average during the reference period.”[v]

“……irregular migrations were organised through highly efficient international networks with links in the countries of origin, transit and destination.”[vi]

For Others less educated, Agents manage documents, chalk out routes, and the move commences, to Europe, or the Americas. This can be by road, air, sea or even on foot. The routes through Eastern Europe, South America can stretch to months, and can prove to be fatal.[vii]

Immediately on reaching the destination, the ‘dunkee’ claims to be fleeing from political / religious persecution from the government in India.[viii]

Lawyers of Indian origin in various countries, connected with NGOs claiming to be working on human rights issues, churn out stories and prepare necessary legal documents as per requirements of the host country, These are then further handed over to white lawyers, for submission to authorities and courts. According to sources, thirty to fifty lakhs are charged for these steps in the host country.

[i]The use of Sikh religious shrines (Gurudwaras) is made by irregular migrants for taking shelter. It appears a cost-cutting measure on part of network of intermediaries and also to avoid detection by authorities in a transit/ destination country. ”. CARIM-India RR2013/03 © 2013 EUI, RSCAS

Manufactured Narratives

Grounds for claiming asylum, political, or religious have been prepared and fine-tuned over the years. Negative narratives of India have been the norm, depicting India as an undemocratic and intolerant nation. This has taken on greater virulence after BJP under Prime Minister Modi has been elected to government oriented to national interests in 2014.

Individuals, writers, organizations, NGOs, all claiming to be ‘activists’ churn out anti India narratives regularly. Leaders of Political parties claiming to fight for democracy and secularism regularly visit UK, USA, Canada etc., make presentations and deliver lectures to specially invited audience against India and paint Hindus as violent.

Criticism within the country, of government of the day or the Prime Minister, by political parties in election mode, is normal in a democracy. However, the anti-India anti Hindu virulence of some politicians and journalists working on behalf of foreign organisations and media is clearly to set a negative narrative.

These narratives have been streamed almost daily by influential newspapers abroad like New York time, Washington Post , or news channels BBC, Al Jazeera etc. unfortunately Initiators of anti India, anti Hindu rhetoric are mostly Indians only.

Repeated accusations by party leaders visiting UK, USA, Canada, painting bleak pictures of the condition of religious ‘minorities’, photographs and articles from newspapers and magazines that depict India in poor light are used to buttress the cases of illegal immigrants for asylum.

Financial Rewards

Financial rewards for those running the immigration operation and those involved in manufacturing and spreading anti India anti Hindu narratives is exceedingly high; upward of a thousand crores a year.

An average of 60 lakhs is collected from the unfortunate ‘dunkees’. Even a low estimate of would be 1500 illegal emigrants annually, would amount to over one thousand crores.

Though the exact amounts paid to agents, lawyers, and political bigwigs cannot be accurate, a fair guess would be over fifteen hundred crores.

It is understood that there may be a few who are unable to pay the full amount. These ‘dunkees then work on unpaid services including driving trucks that are used to carry drugs and prohibited items. It is a major risk to work as ‘mules’ but many youngsters fall into the trap of these Khalistanis who own large fleets of trucks, especially in Canada.

Breaking the Nexus

How does India break the nexus between ‘Break India’ forces, foreign agencies and India based supporters? Funding of individuals, NGOs, media houses through FCRA route needs to be stopped immediately. The non-renewal of FCRA for Oxfam, CPR, Amnesty International India and dozens of others involved in building negative narratives and conversion activities is in the right direction.

Government of India should continue to take strict action against fake travel agencies, watch on Politicians and scribes indulging in building false narratives.
